Career and Technical Education in Pennsylvania offers students the opportunity to develop critical skills through a combination of classes and hands-on learning experiences, which allow them to apply academics to real-world problems.

Ms. Clancy’s role is to oversee the work of the Bureau of Special Education. The Bureau of Special Education works collaboratively with educators, schools, agencies, and other stakeholders across the Commonwealth to ensure students have access to quality and meaningful educational supports, services, and opportunities while complying with state and federal guidelines. Prior to joining PDE, Ms. Clancy served as Director of Pupil Services for the Solanco School District, as Director of Special Education at Oxford Area School District, and served in many roles from 1995-2015 within the School District of Lancaster ending her time as the Supervising Coordinator of Special Education Services. Ms. Clancy earned both her bachelor’s and master’s degrees from Millersville University. Additionally, she holds a Special Education Supervisory Certificate from Penn State University, a Gifted and Talented Education Certification from the University of San Diego, and her Superintendent’s Letter of Eligibility from California University of Pennsylvania.

Lee Burket started with the Department of Education, Bureau of Career and Technical Education in 2003 and has served in a number of capacities. She started as the Work-Based Learning Coordinator, has served as Acting Assistant Bureau Director and Acting Bureau Director. Currently, Lee is officially the Bureau Director. She also worked at PDE from 1993 to 1996 serving as the Tech Prep Coordinator.

Prior to working at the PDE, Lee served as Acting Director, Assistant Director and Adult Education Coordinator at Admiral Peary Area Vocational-Technical School. She served in these various leadership positions at the school for approximately 8 years.

Lee earned her doctorate in Adult Education at the University of Georgia. She went to UGA on a Kellogg Fellowship. Her responsibilities focused on rural revitalization and evaluation of the revitalization efforts. She also worked as a research assistant with the UGA Cooperative Extension Service. After completing her degree, she worked at UGA as a program developer. In this role she developed statewide program standards curriculum for postsecondary technical institutions.

Lee’s professional beginnings were as an instructor at Admiral Peary AVTS. She taught for 8 years prior to pursuing her doctorate.

Lee served as an editorial assistant and consulting editor for Adult Basic Education: An Interdisciplinary Journal for Adult Literacy Educators. She served in this capacity for 14 years. She also served as an editorial assistant for the Adult Education Quarterly for 5 years.
